This is an example of a “light bulb” not being just a light bulb. Changing higher voltage bulbs has caused many fatalities. This fixture was likely not installed correctly or broken. Workers changing many light bulbs need extra training to make them qualified. Most HV bulbs in utilities are done with high voltage gloves because these things have been known to kill. Another example why companies must assess hazards.
