Basic electrical safety needs to be taught to every worker which is why NFPA 70E is NOT just for electricians. Here workers were building a building with metal parts which could come within 10 ft of powerlines. This type of training is critical for NON-ELECTRICIANS too. This is a fairly common fatality among non-electrical workers.
