OSHA initiated the inspection at the West Virginia postal office in a response to a complaint and cited the Postal Service with 4 willful and 1 serious violations.  The willful violations include failing to  label electrical cabinets, failure to properly train employees, failure to use safety-related work practices when exposed to energized electrical parts and failure to provide proper electrical protective equipment.
