Do Replacing 480v ballasts for lighting require arc flash PPE?

I have a bucket truck which allows me to access lighting fixtures 25ft to 45ft in the air. Due to layout of the structure, I work these fixtures while 480v is still applied. I use electrical gloves to isolate the circuit from the old ballast & re-attach to the new. But I'm curious if Arc flash PPE is still required?

Typically we have found these lights feed have about 8 cal/cm² or less. The company should evaluate the energy and do a risk assessment to decide if this interaction constitutes an arc flash hazard. 480V does have arc flash potential but not every interaction does. We always recommend electrical workers wear AR shirt and pant to assure no ignition which basically almost always prevents death in an arc flash event.
